Special - Normal Prioritisation means that we assign a priority level to each item of traffic. Traffic can be marked as - High priority - VoIP, gaming, vpns etc. Normal priority - normal web browsing & email, including YouTube etc & Low Priority - Torrents, rapidshare, usenet & other High Bandwidth applications. The practical upshot of all this is that if our network is busy torrents etc will run slower than you would expect, in order to preserve bandwidth for normal & high priority traffic
no Torrents means that except for whitelisted application no other traffic is permitted. Whitelisted traffic includes games, VoIP, web browsing, streaming media, email. Torrents, newsgroups, VPNs & obsuce protocols are not permitted
